How do I do stuff here?

This is me being confused as always.

How does the joining of roleplays go down here, because I think I'm confused.
I also think I know how, but I'd like conformation.

Do I submit a character application and let the mod accept or reject it? And if so, how do I know which occurred?
Or do I ask first and submit the app after?
Or is that just completely wrong?

Also, the chat thing. Is there one for each RP? Or one over all chat for everyone at the same time? And if so, wouldn't that be insanely confusing?
It's the first one, right?
