China nears approval of $16 billion domestic jet-engine plan: Xinhua

SHANGHAI (Reuters) - China's cabinet may soon approve an aircraft engine development program that will require investment of at least 100 billion yuan ($16 billion), state-run Xinhua news agency quoted unidentified industry sources as saying.

China is determined to reduce its dependency on foreign companies like Boeing Co , EADS-owned Airbus , General Electric Co and Rolls Royce Plc for the country's soaring demand for planes and engines.

So far the domestic aerospace industry has failed to build a reliable, high-performance jet engine to end its dependence on Russian and Western makers for equipping its military and commercial aircraft.

Xinhua on Thursday quoted an unidentified professor at the Beijing University of Aeronautics and Astronautics (BUAA) with knowledge of the project as saying the investment would be used mainly for research on technology, designs and materials related to aircraft engine manufacturing.

The project was going through approval procedures in the State Council and may be approved shortly, the professor was quoted as saying.

Participants in the project include Shenyang Liming Aero-Engine Group Corp, AVIC Xi'an Aero-Engine (Group) Ltd and research institutes including the BUAA, Xinhua reported.

Aviation Industry Corporation of China (AVIC), the country's dominant military and commercial aviation contractor, had lobbied the government to back a multi-billion dollar plan to build a high-performance jet engine.

China's military and aerospace industries have suffered from bans on the sale of military equipment imposed by Western governments after the Tiananmen Square crackdown and foreign engine-makers are reluctant to transfer costly technology.

Some Chinese aviation industry specialists forecast Beijing will eventually spend up to 300 billion yuan ($49 billion) on jet-engine development over the next two decades.

finding joy: don't miss motherhood

The title of today's post - don't miss motherhood - was inspired by a phrase that I wrote last week in the article the imperfectly beautiful motherhood. It was "you can miss motherhood looking for perfect." ?As I thought about those words that resonated with not only me, but many of you, I began to ponder the idea of missing motherhood and a memory from years past came back. Joy in motherhood is possible. One just needs to be willing to embrace life right where life currently is. Be blessed. ~rachel

It feels like yesterday when I sat in my grandmother's living room with my newborn daughter, Hannah. This is my sweet grandmother who would love to braid my hair and hold my hands, who baked Christmas cookies for weeks, and who sat next to me and taught me how to play Pathetique Sonata by Beethoven. She's my grandmother who was content in watching birds from her window and loved to simply have her family over so they could be around each other. ?Now, we were together, in her home, on a warm and muggy day in the middle of early July. I was there with my first baby feeling proud and overwhelmed and very much like a rookie. As I sat in that humid room, I watched my grandma look at Hannah with wonder and eyes rimmed with tears.

I don't feel as old as I am, Rachel.

I looked at her, my grandmother with hands that have lived, and I saw her holding my newborn's hands in her hands. She rubbed those little hands, those hands of my Hannah with an entire life yet to live, and got lost in a bit of memory. My grandmother, who less than two years later would die from Alzheimers and not even remember those words about life, and moments, and finding joy that she blessed me with, impacted my life. My motherhood perspective.?

It will go by fast, so so fast.

A sigh and a look of nostalgia.

Don't race through it.

Don't race through it. As the years tick by, and the calendars get flipped for a new one and a new one and a new one, I've watched my years of being a mother expand from just those months to now almost seventeen years. It feels like it was yesterday that I sat in that room on her floor and listened to her talk about time and motherhood and joy.?

It would be easy to miss a motherhood.

It wouldn't be intentional, but it could be easy. It could be easy to live thinking that when this gets fixed, or our home gets updated, or when we move, or when our finances are better that then I can be happy and can enjoy this moment in time with my kids. Don't make motherhood based on the context of things, events, or the idea of perfection ?- you'll miss out on today. And I know that today might not look anything like you want it to look like. Today might even hurt, be tricky, be painful, and actually be hard to look at. But for those kids? They need to see you. They need you - not all the things that you think you need to give them right now, but you. ?Don't put off till tomorrow what you could be doing today.

I don't feel as old as I am.

What true words. Words that have embedded themselves in the very impressionable parts of my heart and have defined my outlook on today. Live today like you don't know about tomorrow. Oh, yes, sweet mom, plan ahead for tomorrow, but don't miss today, and all of the beauty of motherhood, by racing so fast just to get to tomorrow.

For you see, tomorrow, tomorrow means another page turned, another moment passed. And today, right now, this very second is a gift in your motherhood journey. You don't know when the lasts will happen - the last time you carry them up the stairs, or they ask for the covers to be pulled up just so, Or they need you to make their pbj sandwich cut into triangles, or when they want you to hold their hand through the parking lot, or when they will want their favorite story read aloud, or when they will go out your front door not to return except to visit. Those days will come. They will.?

Live today as a celebration. Today, right now, like you are being given an amazing gift.?

Years ago, when I was a lanky eighth grader with frizzy and untamed reddish blond hair and a face smattered with freckles, my same grandmother wrote these words to me,

...that you may live life and find joy...

It wasn't until about two years ago, and after my site was already named, ?that I found those words again. ?She is right - live life and find joy. Motherhood is the same. Live your life, live out these motherhood years, right now in the midst, and find joy. The beauty of this embracing life is that you can start right now, today. It's not dependent upon yesterday, but your choice today, and then next, and the next.

My grandmother lived a beautiful life, not a perfect life, but a beautiful life.

Don't miss motherhood.

Live life. Find joy.

FILE - In this Feb. 13, 2013 file photo, outgoing Defense Secretary Leon Panetta speaks during his last news conference as defense secretary. at the Pentagon. The U.S.-led military coalition in Afghanistan incorrectly reported a decline in Taliban attacks last year, and officials said Tuesday that there was actually no change in the number of attacks on international troops from 2011 to 2012. In mid-December, Panetta said "violence is down," in 2012, and that Afghan forces "have gotten much better at providing security" in areas where they have taken the lead role. He said the Taliban can be expected to continue to attack, "but overall they are losing." (AP Photo/Susan Walsh, File)

WASHINGTON (AP) ? The American-led military coalition in Afghanistan backed off Tuesday from its claim that Taliban attacks dropped off in 2012, tacitly acknowledging a hole in its widely repeated argument that violence is easing and that the insurgency is in steep decline.

In response to Associated Press inquiries about its latest series of statistics on security in Afghanistan, the coalition command in Kabul said it had erred in reporting a 7 percent decline in attacks. In fact there was no decline at all, officials said.

Defense Secretary Leon Panetta, who is among the senior officials who had publicly repeated the assertion of an encouraging drop-off in Taliban attacks last year, was disturbed to learn of the error, said his spokesman, George Little.

"This particular set of metrics doesn't tell the full story of progress against the Taliban, of course, but it's unhelpful to have inaccurate information in our systems," Little said.

A coalition spokesman, Jamie Graybeal, attributed the miscounting to clerical errors and said the problem does not change officials' basic assessment of the war, which they say is on a positive track as American and allied forces withdraw.

The 7 percent figure had been included in a report posted on the website of the coalition, the International Security Assistance Force, on Jan. 22 as part of its monthly update on trends in security and violence. It was removed from the website recently without explanation. After the AP asked last week about the missing report, coalition officials said they were correcting the data and would re-publish the report. As of Tuesday afternoon it had not reappeared.

U.S. and allied officials have often cited declining violence as a sign that the Taliban have been degraded and that Afghan forces are in position to take the lead security role when the last U.S. combat troops leave Dec. 31, 2014.

In mid-December, Panetta said "violence is down" for 2012 and Afghan forces "have gotten much better at providing security" in areas where they have taken the lead. He said the Taliban could be expected to continue to attack, "but overall they are losing."

Little said Panetta was briefed only "very recently" on the erroneous data.

U.S. and alliance officials try to measure progress against the Taliban from a variety of angles. Those include, for example, indications that the Taliban have lost much of their influence in population centers.

"The fact that 80 percent of the violence has been taking place in areas where less than 20 percent of the Afghan population lives remains unchanged," Little said.

The Taliban have lost a good deal of territory since a 2010 surge of U.S. forces in the southern provinces of Helmand and Kandahar, and they failed to recover it during the past two fighting seasons. Even so, they are resilient, and they are expected to severely test Afghan forces as the U.S. and its coalition partners step further into the background this year and complete their combat mission next year.

Many people, including coalition officials, have cautioned against the heavy reliance on statistics in assessing war progress. Yet the figures often are highlighted when they fit the narrative being promoted by leaders in Washington and other allied capitals.

"It is disturbing that, after 10 years of war, no reliable count of trends in violence exist even in terms of deaths, the most visible form of violence and one that is only a small portion of the actual causes and patterns of violence in the war," Anthony Cordesman of the Center for Strategic and International Studies wrote in February 2012.

Graybeal did not fully explain erroneous reporting of 2012 Taliban attacks by the International Security Assistance Force. It was not clear, for example, at what point the data errors began or who discovered them.

"During a quality control check, ISAF recently became aware that some data was incorrectly entered into the database that is used for tracking security-related incidents across Afghanistan," Graybeal said earlier.

He said an audit determined that portions of the data from unilateral Afghan military operations were "not properly reflected" in the trends ISAF had reported in its monthly updates.

"After including this unilateral ANSF (Afghan National Security Force) data into our database, we have determined that there was no change in the total number of EIAs (enemy initiated attacks) from 2011 to 2012," Graybeal said.

"This was a record-keeping error that we recognized and have now corrected," he added.

While ISAF routinely reports trends in Taliban attacks, it does not reveal exact numbers of attacks. Judging from its illustrative charts, however, it appears that there were more than 28,000 Taliban "enemy initiated" attacks in 2011.

The coalition defines enemy initiated attacks as those by small arms, mortars, rockets and improvised explosive devices, or IEDs. But it does not include IEDs that are found and cleared before they explode.

Trends in Taliban attacks are one yardstick used by ISAF to measure war progress. Others include the state of security in populated areas, the number of coalition and Afghan casualties, the level of economic activity, the degree to which civilians can move about freely and the performance of Afghan security forces.

Graybeal said that even though the number of 2012 Taliban attacks was unchanged from 2011, "our assessment of the fundamentals of campaign progress has not changed. The enemy is increasingly separated from the population, and the ANSF are currently in the lead for the vast majority of partnered operations."

Easter Lilies Poison to Pets | SocialIn Arlington

Copr. Home-and-garden.webshots.com

The gorgeous lily makes its appearance each year, decorating church, home, and garden. I can?t have them in my house, though. I won?t to risk having an Easter lily anywhere near my cat Seren. For cats, the fragrant blooms can mean death.

Many lilies are lethal to cats. Easter lilies, stargazer lilies, and Asiatic lilies are the most dangerous, and different cats react in various ways. The plants contain a chemical that can damage the kidneys, and kill your cat. Just biting a leaf or petal, or licking up the water from the vase can be enough to cause serious kidney disease.

Spring kitten

Artificial flowers may be just the ticket, as in this posed shot.

Dogs often gnaw leaves, dig up the plant, or eat the whole thing. Cats aren?t as likely to eat plants, but just biting a lily leaf or petal can kill kitty. Felines more often paw-pat and shred leaves and stems during play, and may be poisoned when they later lick and clean their paws and claws.

Cats poisoned by lily toxin typically suffer kidney failure within 36 to 72 hours. Symptoms include vomiting, lethargy or loss of appetite. Some cats suffer permanent kidney damage and lose their lives, while others can recover if treated in time with dialysis that gives the organs enough time to heal.

Seren eating yellow roses

Roses can injure cats if they bite thorns, but aren?t toxic and actually are edible?according to Seren!

The easiest way to protect your cats is to keep toxic plants out of reach?or out of your house altogether. Besides lilies, other potential harmful plants include rhododendron, sago palm, kalanchoe and schefflera. Azalea can cause vomiting, diarrhea, seizures, coma and death. Eating or chewing caladium, dieffenbachia or philodendron makes the tongue and throat swell up so breathing is difficult. Mother-in-law?s tongue (snake plant) causes everything from mouth irritation to collapse. Crown of thorns and English ivy will prompt thirst, vomiting and diarrhea, stomach pain, and death in one to two days. Holly also causes stomach pain, vomiting and diarrhea.

Peace Lily

You can keep your pet family members safe and sound by choosing only pet-friendly safe varieties for your garden and home. Calla Lilies (below) and peace lilies (above), which don?t belong to the Lilium genus, are harmless to cats.

Calla Lily

There are many other plants that prompt mild problems, such as excess salivation or mouth discomfort. Keeping these out of reach of curious paws may be sufficient to protect your animals. But pet lovers should steer clear of the worst plant offenders, both inside and out. If you see your pet with one or more of these signs, particularly if a suspect plant is within reach, get help immediately! First aid can save the cat or dog?s life. Then take the pet to see the veterinarian as quickly as possible.

Different poisons require very specific first aid. Usually that will be either 1) induce vomiting, (cats do this on their own very well?but never when you want them to!) or 2) give milk or water to wash out the mouth and dilute the poison. Making the pet vomit the wrong poisonous plant, though, could make a serious situation even more deadly, so you MUST know what to do for each type of plant.

first-aid

Detailed advice for dealing with the most common plant poisoning is available in the book The First-Aid Companion for Dogs and Cats. The ASPCA Animal Poison-Control Center is available for telephone consultations (1-888-426-4435) in case of poisoning emergency.

What cat-safe plants do you have in your home? How do you keep the cat from destroying/eating them? Have you ever had a kitty-plant encounter of the dangerous kind?

Republic Wireless offers unlimited everything for $19 a month, but is it too good to be true?

Republic Wireless

Republic Wireless has been kicking around in beta form for about a year now, and they have recently me to spend some time with their phone and their service. I'll admit, I went into it all a bit skeptical. I understand the phone choice (the lowly Motorola Defy XT) is far from ideal for an Android power user, but that's not what had me scrutinizing things so closely. It was the whole idea of unlimited calls, texts, and data for just 20 bucks a month using a Wifi connection when available, and how well things would work when one wasn't.

Republic is doing something that I love to see -- shaking up the status quo that the carriers in the United States have worked so hard to build. Delivering something different is important, and if it turns out to be more consumer friendly then we all win. I really wanted this to be a worthwhile service that provides an alternative for the value conscious smart phone buyer. Hit the break and see what I think.

Facebook apps for iPhone-iPad add free calls

San Francisco: Facebook allowed users on Friday to make free calls to friends at the social network using its application tailored for iPhones or iPads.

An updated Facebook app for the Apple mobile devices shows when friends are online and then gives the option of ringing them up by tapping an icon on the screen.

Calls are routed over the internet using telecom service data plans or connections to Wi-Fi hotspots. Facebook introduced a version of the feature earlier this year in its messenger programme.

Upgrades in the Facebook 5.5 app included a button designed to make it easier to ?like? online content and post comments at the social network.

FBI on sexting employees: Everybody does it

Disciplinary reports published by a news outlet reveal that FBI employees have a nasty habit of sending each other sexually explicit messages ? from both personal as well as government-issued cellphones? forcing the agency to comment on the matter.

"The instances described are not unlike those that occur among employees of any other large agency or organization in the country," a spokesperson for the FBI Office of Public Affairs said in a statement to NBC News. "It is important to note that in an organization of more than 36,000 employees, these disciplinary incidents involve a fraction of one percent of FBI employees."

The incidents are listed as "misuse of government computer" and "unprofessional conduct" in a confidential quarterly newsletter sent to FBI employees in early January, which was obtained and published by CNN. "Employee used personal cell phone to send nude photographs of self to several other employees," one of the incident report excerpts describes. "In aggravation, employee's conduct created office gossip and negatively impacted office operations."

"Employee used government-issued BlackBerry to send sexually explicit messages to another employee," another incident report excerpt reads. "In aggravation, employee's conduct was repeated, intentional, and occurred during work hours."

According to the FBI spokesperson who spoke to NBC News, "the disciplinary reports cited in the media are [...] provided to employees in a transparent effort to educate our workforce about the FBI's standards of conduct and to aid employees in steering clear of ethical pitfalls and other violations."

In other words, the FBI is teaching by example, sharing actual incidents, along with the penalties for the employees who were caught. (In case you're wondering, the employee who used his or her personal phone to send nude photos to co-workers received a 10-day suspension. The one who used his or her government-issued BlackBerry to sext a colleague received a five-day suspension.)

"We're hoping [that] getting the message out in the quarterlies is going to teach people, as well as their supervisors ... you can't do this stuff," FBI assistant director Candice Will told CNN. "When you are given an FBI BlackBerry, it's for official use. It's not to text the woman in another office who you found attractive or to send a picture of yourself in a state of undress. That is not why we provide you an FBI BlackBerry."

Will's concerns aren't the first shared about inappropriate messages being sent at work, of course. In mid-2010, the U.S. Supreme Court ruled in a Southern California case involving work-issued devices and some sexy text messages.

The court, at that time ruled that employees should assume that their bosses can (and will) monitor communications on their company devices ? meaning that those sending nude photos and explicit messages are bound to get busted. Additionally, rulings have been made by the House of Representatives to ban access to porn on government-issued computers.

Longtime science writer is quite the specimen himself: He's 94

SAN FRANCISCO ? David Perlman had two deadlines on his mind as he elbowed his way through the Exploratorium, cane in one hand, notebook in the other.

As the San Francisco Chronicle's veteran science writer, Perlman has been covering the granddaddy of hands-on science museums since it was just a glimmer of an idea in the fertile mind of physicist Frank Oppenheimer, the "uncle of the atom bomb."

Now, after 43 years in the elegant but drafty Palace of Fine Arts, the museum was getting ready to close before moving to new digs on the Embarcadero, and it was Perlman's job to chronicle the last day in its original home.

So the first deadline was his own ? 6 p.m. to make the next day's paper with a front-page story. The second belonged to the woman tagging along behind him.

She's "doing a story about the oldest living reporter ? me," Perlman told the amused museum staff. "She has to be done before I die."

Science and journalism have come a long way since Perlman picked up a fountain pen and began to write.

He was born in 1918, a decade before the discovery of penicillin. Pluto had yet to be discovered, let alone demoted. The ballpoint pen was invented the year he got his first real newspaper gig, a 1938 summer job covering cops in upstate New York.

Perlman can't remember the name of the now-defunct publication, but he sure can recall his first story, a jailhouse interview with a prostitute that began something like this: Pretty Kitty Kelly sobbed in her cell at Schenectady County Jail last night.

"It was atrocious, but it was the kind of thing you did," said Perlman, who learned his craft in the glory days of the New York tabloids. "That kind of journalism no longer exists."

Some might quibble with Perlman's premise (think coverage of Lindsay Lohan, Casey Anthony, Kim Kardashian), but one thing cannot be denied: It is the rare journalist who has cranked out stories as long and as skillfully as the dapper dean of science writers.

Perlman turned 94 in December, closing out a year in which he wrote 111 stories. Although only 0.2% of America's full-time workers are 80 or older, he has no plans to slow down.

He has shrunk a bit in recent years, but the cane is more for his three children's peace of mind than his own safety or mobility. He's about to turn in his outdated flip phone for a newer, smarter model. A Twitter lesson is in the offing. His driver's license is up to date.

After all, he said over a burger at a South of Market dive near Chronicle headquarters, "I'm doing exactly what I wanted to do all my life, be a reporter."

Perlman credits his mother for a journalism career that has spanned nearly eight decades and included stints at the Bismarck Capital and the European edition of the New York Herald Tribune and 63 years at the Chronicle.

Sara Perlman took her son to see "The Front Page" ? probably the Broadway version, which premiered in 1928, but possibly the 1931 movie. Perlman the nonagenarian can't remember which; Perlman the boy was smitten either way.

The motley crew of Chicago reporters portrayed in the comedy were waiting to view a public hanging. Perlman remembers them as "seedy, catatonic Paul Reveres, full of strange oaths and a touch of childhood. I thought, 'What a romantic characterization.' I wanted to be that."

Shortly thereafter, he started his first newspaper. At summer camp.

He now bears the title of "Chronicle science editor." Prizes for science and medical writing named in his honor are awarded each year. But writing about the physical world did not come naturally to the Columbia University graduate.

After six years covering everything from a shoe store opening to the obscenity trial over Allen Ginsberg's "Howl," Perlman broke his leg skiing at Squaw Valley in 1957, an injury that laid him up for months. A good friend gave him a copy of "The Nature of the Universe" by British cosmologist Fred Hoyle.

A detective story would have been more welcome, Perlman recalled thinking, but by the time he had finished the pioneering science tome and was back on his feet, he was itching to find out what astronomers did all night. So he headed up to Mt. Hamilton just east of San Jose, home to the University of California's Lick Observatory and workplace of astronomer George Herbig.

A pedestrian crosses the street near the Country Club Plaza shopping district Kansas City, Mo., Thursday, Feb. 21, 2013. The Missouri Department of Transportation said Interstate 44 near Springfield was completely covered with ice Thursday morning. Traffic was moving very slow and the DOT urged drivers to use extreme caution or stay home. St. Louis-area road crews were out in full force early Thursday, even though it was dry. The region was expecting a volatile mix of snow, sleet, ice and freezing rain by midday and crews were hoping to lay down enough salt to keep at least the major roadways moving. (AP Photo/Orlin Wagner)

(AP) ? Blinding snow, at times accompanied by thunder and lightning, bombarded much of the nation's midsection Thursday, causing whiteout conditions, making major roadways all but impassable and shutting down schools and state legislatures.

Kansas was the epicenter of the winter storm, with parts of the state buried under 14 inches of powdery snow, but winter storm warnings stretched from eastern Colorado through Illinois. Freezing rain and sleet were forecast for southern Missouri, southern Illinois and Arkansas. St. Louis was expected to get all of the above ? a treacherous mix of snow, sleet and freezing rain.

Several accidents were blamed on icy and slushy roadways, including two fatal accidents. Most schools in Kansas and Missouri, and many in neighboring states, were closed. Legislatures shut down early in Kansas, Missouri, Arkansas, Nebraska and Iowa.

By midmorning Thursday, the snowfall was so heavy that Kansas City International Airport shut down. About 90 flights were also cancelled at Lambert Airport in St. Louis, where sleet and ice began falling late-morning.

"Thundersnow" accompanied the winter storm in parts of Kansas and Missouri, which National Weather Service meteorologist Scott Truett said is the result of an unstable air mass, much like a thunderstorm.

"Instead of pouring rain, it's pouring snow," Truett said. And pouring was a sound description, with snow falling at a rate of 1 1/2 to 2 inches per hour in some spots. Kansas City, Mo., got 5 inches in two hours.

Snow totals passed the foot mark in many places: Monarch Pass, Colo., had 17 ? inches, Hutchinson, Kan., 14 inches and Wichita, Kan., 13 inches. The National Weather Service said up to 18 inches of snow were possible in Kansas towns such as Salina, Russell and Great Bend.

With that in mind, Kansas transportation officials ? and even the governor ? urged people to simply stay home. Drivers were particularly warned away from the Kansas Turnpike, as whiteout conditions meant low visibility for the length of the turnpike, from Oklahoma to Kansas City.

Interstate 70, which runs the length of Kansas, was also snow-packed and icy. State transportation officials closed a 90-mile stretch of I-70 between Salina and Hays.

Kansas Gov. Sam Brownback closed executive offices, except for essential personnel.

"If you don't have to get out, just really, please, don't do it," Brownback said.

Some travelers gave up, filling hotels rather than skating across dangerous roadways.

At the Econo Lodge in WaKeeney, Kan., assistant manager Michael Tidball said the 48-room hotel was full by 10 p.m. Wednesday and that most guests were opting to stay an extra day. He said travelers reported that snow was freezing on their windshields faster than wipers could keep them clean.

The blowing snow didn't stop everyone. Christy Walker, a waitress at the Polly Anna Cafe in Woodward, Okla., got stuck in the 8 inches of snow during her drive into work. But business in the western Oklahoma town was brisk, she said.

"It's affecting everybody who is hungry and wants to come out to eat," she said. "I'm extremely busy right now."

Areas in western Oklahoma and the Texas Panhandle also had up to 8 inches of snow by Thursday morning. Arkansas saw a mix of precipitation ? some got a combination of hail, sleet and freezing rain, while others got up to 6 inches of snow. Forecasters warned that northern Arkansas could get a half-inch of ice accumulation.

Near the Nebraska-Kansas border, as much as 8 inches fell overnight, while western Nebraska saw about half of that amount, National Weather Service forecaster Shawn Jacobs said.

Two fatal accidents were attributed to winter weather on Wednesday. In Oklahoma, 18-year-old Cody Alexander of Alex, Okla., died when his pickup truck skidded on a slushy state highway into oncoming traffic and struck a truck. And in Nebraska, 19-year-old Kristina Leigh Anne Allen of Callaway died when a sport utility vehicle lost control in snowy, icy conditions, crossed the median and struck her car.

Missouri Gov. Jay Nixon declared a state of emergency Thursday morning and activated the State Emergency Operations Center. The declaration allows state agencies to coordinate directly with cities and counties to provide emergency services.

Kansas City-area roads were a mess. Portions of I-70 and I-35 were closed along with many other roads because of snow drifts and slippery conditions. The Missouri Department of Transportation said Interstate 44 near Springfield was completely covered with ice Thursday morning, and traffic was moving very slow.

In Jefferson City, Mo., off-duty police sergeant Randy Werner had been perched atop a hotel for more than 24 hours as a publicity stunt for a charitable fundraiser.

As large snowflakes pelted him in the face Thursday morning, Werner defiantly declared: "The weather's not bothering me, I can assure you."

He then acknowledged that was a lie.

"It's blustery," he said. Werner planned to cut his effort short, having raised less than a third of his goal.

The St. Louis region prepared with some uncertainty. Depending on the temperature and the trajectory of the storm, St. Louis could get snow, freezing rain, ice, sleet or all or some of the above. Crews were hoping to spread enough salt to keep at least the major roadways moving.

Alex Sosnowski, a meteorologist for Accuweather, said the storm will push off into the Great Lakes and central Appalachians, and freezing rain could make it as far east and south as North Carolina. He also said a "spin-off" storm was expected to create heavy snow in New England, and could push Boston to a February record.

Accuweather said that by the time the storm dies out, at least 24 states will be affected.

Randi Weingarten: A Great Opportunity for the Land of Opportunity

President Obama made the case in his State of the Union address last week for swift passage of comprehensive immigration reform. His powerful call for Congress to "get this done" brought members on both sides of the aisle to their feet and made it clear that, after decades of congressional inaction and presidential timidity, comprehensive immigration reform finally has a solid chance to pass.

Whether it's the realization that a nation made great by immigrants has a moral imperative to live up to our American values of democracy and opportunity, or because it's sound economic policy, or because it's just the right thing to do for hardworking families, reforming our immigration system makes sense.

President Obama's proposals for commonsense, compassionate, comprehensive immigration reform will strengthen our borders, ensure children who are immigrants or whose parents are immigrants can go to school without fear, provide a pathway to citizenship for undocumented immigrants currently living in the United States, and promote better and better-paying jobs for all workers. His proposals will stop the tragic separation of families that have worked hard to contribute to their new land and to make a better life for their loved ones. And they include passing the DREAM Act, which would give hardworking students who came to this country at a young age an opportunity to pursue a college degree.

AFT members who work in high schools and colleges understand how life-changing the DREAM Act is for students who have done everything our society has asked them to do. They deserve a chance to attend college, enter military service if they choose, and further contribute to their communities and their adopted country without living with constant fear and uncertainty. Congressional inaction and overzealous anti-immigration activists have led some states to pass policies that marginalize, intimidate and oppress people suspected of being in our country without authorization.

An Arizona law effectively legalizes racial profiling by requiring police to detain people they "reasonably suspect" are undocumented. In Alabama, teachers and other school employees were ordered to serve as de facto immigration officers charged with checking the immigration status of students in public schools. Our members saw the terrible effects on innocent kids -- fear so great that many of them stopped coming to school. These laws have no place in a country whose founding principles include life, liberty and the pursuit of happiness.

The current immigration system adversely affects both native- and foreign-born workers in the United States. When immigrant workers are paid below the market rate, it drives down wages for all workers with similar skills. As Daniel Costa of the Economic Policy Institute writes, "The best way to protect the jobs, wages and working conditions for all workers, but especially low-wage workers, is to apply and enforce state and federal employment and labor standards equally... A worker's immigration status should be irrelevant." Yet, funding to enforce labor standards and protect the rights of workers in the United States is only about 9 percent of what the United States spent enforcing immigration laws last year.

This system has made undocumented workers and guest workers extremely vulnerable -- to abusive practices, low pay, unsafe workplaces -- and has created obstacles to seeking improved conditions. The outrageous abuses we have seen in some recruitment practices cry out for justice, and we have an obligation to reform the systems that are allowing them to happen. Three years ago, the AFT brought to light and helped end the abuses -- including threats and extortion -- of 350 Filipino teachers recruited to work in Louisiana. The AFT helped these teachers win a $4.5 million settlement against the unscrupulous recruitment agency. I shudder to think what would have happened to them without their union.

Like many Americans, my grandparents were not born in the United States. They sacrificed much to get to their beloved adopted land, and they continued to sacrifice and strive once here. They faced the hostility and discrimination that plague many recent immigrants today, but it was their hope, hard work and dreams that prevailed. They loved America, and ultimately America embraced them. We need sound policies regarding who should enter, live and work in the United States, and on how to carry out these policies. And those policies should reflect the opportunity, equality and other core American values that embody our country's great motto: "E pluribus unum" -- out of many, one.

Local Shelters Reuniting Pets with Owners | WJTV

HATTIESBURG, Miss. - The Panther Pet Hospital in petal currently has six storm victims. Two are staying in temporary foster homes.

Several displaced animals have been brought to the Southern Pines Animal Shelter as well.

Officials with the shelter say pets can be claimed by their owner within five days of delivery. Then they will be put up for adoption.

Both the Panther Pet Hospital and Southern Pines have Facebook pages.

People can check both of those to see if they're missing pet has been found.

?

We talked with Southern Pines and Panther Pet to see what they're doing to help reunite pets with their owners.

?

"The days following the storm, we got a lot of animals in, but luckily, most of those have been reunited with their owners."

?

Unfortunately there are some animals that have been left behind. Katherine Sammons with Southern Pines Animal Shelter says they're doing what they can to reunite these four-legged friends with their owners. "We're mounting a disaster response."

?

Southern pines will take a team of volunteers starting Sunday morning and going door to door to affected areas. "See if they've lost a pet; make a lost report if they have, so we can hopefully match them with animals here at the shelter."

?

The shelter is an open admissions shelter where no animal is turned away.

?

"We take animals that come to us and we find ourselves overcrowded very quickly."

?

Southern pines along with panther pet hospital are turning to social media to let people know about the lost and found. "We're getting a lot of posts on our Facebook page because people are finding these animals." Facebook posts are going viral. "We shared their picture on Facebook and someone shared it with a lady she knew had lost a beagle, so she called us this morning and came and it was her dog," says Ashley Bahm, veterinarian technician with Panther Pet Hospital.

?

?

Southern pines will hold animals for five days, if they're not picked up by then they'll be put up for adoption. ?"For a lot of people a pet is like their child. It's a wonderful feeling being able to a part, not only helping the community when they're in need but reuniting them with their lost pets who are really their babies," says Sammons.

Osborne: Don't use currencies for economic warfare

As the stricken?Carnival Triumph?is towed back to port in Mobile, Ala., the 3,143 passengers and 1,086 crew members stranded aboard are understandably restless. They?ve been stuck on board the ship since Sunday morning, when a fire in the ship?s engine room knocked out its propulsion system, leaving it stranded in the Gulf of Mexico.
